{"id":537,"date":"2026-09-07T19:28:39","date_gmt":"2026-09-07T19:28:39","guid":{"rendered":"https:\/\/teachcoalition.org\/research\/?p=537"},"modified":"2026-09-07T19:28:39","modified_gmt":"2026-09-07T19:28:39","slug":"the-fstc-bottom-line-for-montgomery-county-md-jewish-schools","status":"publish","type":"post","link":"https:\/\/teachcoalition.org\/research\/the-fstc-bottom-line-for-montgomery-county-md-jewish-schools\/","title":{"rendered":"The FSTC Bottom Line for Montgomery County, MD Jewish Schools"},"content":{"rendered":"<h1>At Glance.<\/h1>\n<ul>\n<li><strong>$1,000,000<\/strong> <strong>Annually if 75% of families donate to school\u2019s SGO.<\/strong><\/li>\n<li><strong>+$5,200,000 <\/strong><strong>if each family gets four friends or grandparents to donate.<\/strong><\/li>\n<li><strong>$3,350 avg. scholarship <\/strong><strong>if 80% of students receive.<\/strong><\/li>\n<\/ul>\n<h1><strong>Background on the Federal Tax Credit Scholarship Program.<\/strong><\/h1>\n<p>Under the new <strong>Federal Tax Credit<\/strong> <strong>Scholarship<\/strong> program, taxpayers can donate <strong>$1,700 per year<\/strong> to a <strong>Scholarship Granting Organization<\/strong> (SGO) and get an equal amount off their federal taxes.<\/p>\n<p><strong>SGOs use these donations to award scholarships<\/strong> to students who:<\/p>\n<ul>\n<li><strong>Attend a K-12 school<\/strong> (public, charter, or nonpublic school).<\/li>\n<li>Have a <strong>family income under 300% of their local Area Median Income<\/strong>; and<\/li>\n<li>Live <strong>in a state that has opted in<\/strong> to the program.<\/li>\n<\/ul>\n<p><strong>Any K-12 student can receive a scholarship<\/strong> if they meet the requirements. Students with no tuition costs \u2013 such as those in public and charter schools \u2013 can still use scholarships for <strong>a range of education expenses<\/strong>, including: books, uniforms, tutoring, special needs services, bussing, computers, Internet, afterschool programs, and fees.<\/p>\n<p>Crucially, <strong>states must opt into the program<\/strong> before their residents can receive scholarships.<\/p>\n<h1><strong>What it Means for Students in Montgomery County Jewish Schools.<\/strong><\/h1>\n<ul>\n<li>Jewish schools in Montgomery County currently enroll ~<strong>2,300<\/strong> <strong>students<\/strong>. If the average family has 3 kids in Jewish school, that\u2019s<strong> 760 families <\/strong>who could donate to the program.\n<ul>\n<li><em>Source: <\/em><a href=\"https:\/\/marylandpublicschools.org\/about\/documents\/dcaa\/ssp\/20252026student\/2026-nonpublicschool-enrollment-a.pdf\">Maryland State Department of Education, 2025-26 Nonpublic School Enrollment<\/a><\/li>\n<\/ul>\n<\/li>\n<li>If even <strong>three-quarters of families donate <\/strong>the maximum $1,700 to a Federal Tax Credit Scholarship fund for the school, that would mean <strong>$1,000,000 per year for the parent body<\/strong>!<\/li>\n<li><strong>Families can ask their grandparents, friends, and extended family in any state to donate<\/strong> to a scholarship fund for the school and receive the federal tax credit.\n<ul>\n<li>If <strong>each family gets four friends or grandparents to donate<\/strong> to the school\u2019s scholarship fund, that would mean <strong>an extra $5,200,000 <\/strong><strong>per year for students!<\/strong><\/li>\n<\/ul>\n<\/li>\n<li>We project that <strong>about 80% of Jewish families will be eligible<\/strong> for a scholarship (with a family income under 300% of Area Median Income, which is $498,300 in MoCo).\n<ul>\n<li><em>Source:\u00a0<\/em><a href=\"https:\/\/ami-lookup-tool.fanniemae.com\/\">FanniMae AMI Lookup Tool<\/a>; <a href=\"https:\/\/www.federationforchildren.org\/wp-content\/uploads\/2026\/07\/AFC-Who-Can-Receive-a-Scholarship-EFTC-Eligibility-Report.pdf\">American Federation of Children &#8220;Who Can Receive a Scholarship&#8221;<\/a>; <em>We conservatively estimate that if 91% of Maryland students overall qualify, then conservatively at least 80% of the Jewish community does likewise.\u00a0<\/em><\/li>\n<\/ul>\n<\/li>\n<li>Thus, if the community maximizes donations from families, grandparents, and friends of families, then that could mean <strong>an average scholarship of $3,350 for four-fifths of students<\/strong>.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>At Glance. $1,000,000 Annually if 75% of families donate to school\u2019s SGO. +$5,200,000 if each family gets four friends or grandparents to donate. $3,350 avg. scholarship if 80% of students receive.
