The federal government, through the Individuals with Disabilities Education Act (IDEA), guarantees children with disabilities access to a free appropriate public education (FAPE).
Senate Bill 685 singles out religious instruction for exclusion and imposes new limits on students with disabilities who are placed in private schools. By barring government funding from supporting religious instruction, SB 685 could reduce the educational options and educational services available to these students. Many Jewish students with special needs receive funding for special education inside a Jewish school when their local public school can’t meet their needs.
SB 685 has passed the California Legislature and is now before Governor Newsom for signature or veto.
