The federal guidance Governor Newsom has been waiting for is here! California now has an opportunity to participate in the Federal Scholarship Tax Credit Program beginning in 2027.
The program offers a new source of scholarship funding for eligible K–12 students across California—whether they attend public, charter, independent, religious or other nonpublic schools.
Scholarships can help families cover a wide range of educational expenses, including tutoring, afterschool enrichment, childcare, transportation, technology, special-needs services and tuition.
For public and charter school communities, scholarship-granting organizations could help fund programs that meet local educational priorities. For nonpublic school families, scholarships could help address the cost of tuition and other educational needs.
One estimate from Education Reform Now suggests California could generate up to $3.1 billion annually if 30% of eligible taxpayers participate. This is a scenario-based estimate, not a guaranteed funding amount.
