The 2026–2027 Non-Public School Security Guard Reimbursement Program (NPS) is now open, providing funding for on-site security guards to eligible nonpublic schools. Keeping your school safe is a top priority, and this program can help make that possible. If your school is not yet participating, now is the time to apply.
The deadline for the NPS application is May 15, 2026 at 5:00 PM EST, and applications must be fully completed at the time of submission. Missing documents can delay or prevent approval, so it is important to start early and stay organized.
The first step is completing the HHS Pre-Qualification through PASSPort, New York City’s online system. This step is required and includes answering questions and uploading key documents. Once that is underway, you can begin working on the NPS application itself. Both can be completed at the same time. You must submit the HHS Pre-Qualification prior to the NPS application submission. Access PASSPort here.
What You Will Need to Apply
Before submitting your application, make sure you have the following ready:
- Security GuardWorkscope (your guard schedule for the day and year) Workscope Template 2026-2027
• Attachment B Attachment B Template 2026-27
• Organizational Chart (indicate who oversees security at your school) Org Chart Sample Template
• BEDS Report (November 2025)
• Nonprofit Documentation, including:
• 501(c)(3) letter
• Charter, Certificate of Incorporation, or Board of Regents certification
All templates are provided within the application, so you can begin preparing them right away.
Recent updates allow schools with as few as 150 students to be eligible, so even if you did not qualify in prior years, it is worth checking again.
Keep in mind that both HHS Pre-Qualification and the NPS application are required. Starting early will make the process much smoother. Schools that gather their documents now and work through the steps ahead of time are far more likely to submit a complete and successful application.
