NYC Nonpublic School Security Guard Program

Local Law IIThe application period is now open for schools wishing to participate in the Nonpublic School Security Guard Reimbursement Program (The NPS Program) for the 2024-2025 school year. The application deadline is May 15, 2024.  

This NPS Program reimburses qualifying nonpublic elementary and secondary schools for the cost of certain security guard services. It is administered by Mayor of NYC’s Department of Citywide Administrative Services (“DCAS”). 

To submit an application schools must be approved for a PASSPort account and pre-qualified in PASSPort. If your school is already prequalified, log on to your PASSPort account and follow the steps below to apply for the Nonpublic School Security Guard Reimbursement Program.  

If your school is not yet pre-qualified, or you do not yet have a PASSPort account, please follow the instructions here on how to complete a prequalification application. 

Schools that are prequalified and have already been selected to participate in the 2022-2023 and 2023-2024 school years must complete the 2024-2025 recertification process (as listed in each school’s Memorandum of Understanding) in addition to the following steps:

  1. Prepare your school’s completed 2023-2024 BEDS Data Report 
  2. Complete the Workscope in its original Excel format. 
    • Complete and submit Tabs 2 & 3 on the workscope which will demonstrate the expected use of security guard services at your school. You must include: 
      • The schedule of daily academic hours and the itemized list of activities outside of regular school hours 
      • List of the school’s vacation and holiday schedule 
  3. Complete Attachment B in its original Excel format. 
    • Be sure to list each school location for which you have a separate and active MOU, provide the address for each school, projected enrollment, and BEDS number(s).  
  4. Submit the Workscope, Attachment B, and the 2023-2024 BEDS Data Report via email to: SchoolActivities@dcas.nyc.gov
